Hello,
There are few reasons for an inoperative cooling fan.
The most common reasons are a bad cooling fan relay, or a faulty cooling fan motor. It can also not work if there is a wiring issue.
The cooling fan relay is located under the hood right next to the battery (see diagram below). Check the relay first. Do a visual inspection of any type of corrosion on the plug or any burnt pin(s). You an also test the relay function.

Also the cooling fan gets triggered by the coolant temperature sensor. If the sensor is not providing the correct signal to the ECM the fan will not turn on.

First item you should check is the relay. Also see if you are getting power to the fan.
