Cooling fan issue

My truck has one big electric fan and it wont kick on unless the air conditioner is on. I have checked the relay and it is fine. I was wondering what could cause this problem? Also in heavy traffic the temperature gauge gets a little high (right past the middle), but cools back down after driving is this normal?

if the fan does not kick on, then it would do as you say it is. the fuses are probably good, but check these anyhow. you might try replacing engine coolant temperature sensor.
