OK we can do some testing to find the problem. While it's not common it could be that both fans are bad. So we will look at the power and grounds to the controller. Then we will test the relay and fans to see what isn't working. First we check the two fuses. Those are fuse 3 and the fuse link 2 both in the relay box under the hood. Use a test light to check both for power on both ends. As it runs fuse 3 should be OK as it also powers the fuel injection. So if the fuse link is OK, we can move to the fan control relay. It turns on and off with the fuel injection relay but doesn't actually turn the fans on. Instead it just sends power to the fan control module on the fan shroud. So for that you turn on the key and use the test light on the Blue wire on terminal 3 on the fan control module. It should have power if the relay is OK. That also shows the ground works. Power and grounds test OK, we check the fans themselves. For that you unplug the fans and apply 12 volts to the pins on the fan. They should move or spin with power. If that all works it is likely that the fan control module failed.
