The cooling fans only turn on when the temperature sensor is unplugged?

I replaced the radiator, all hoses, and the overflow kit, temperature sensor and plug relays. I'm at my wits in?

Hi,

First, make sure there is power to fuses (three of them) in the under-hood cooling fan relay box.

Next, you indicated the replacement of the relays. For them to actuate and turn a fan motor on, the PCM needs to provide a ground path to complete the primary side of the relay.

I attached the wiring schematic below. See if the wires I indicated have continuity to ground when the fans should be on.
