Cooling fan

I have installed a new AC compressor, temperature sensor, radiator and condenser checked the fuses and they are all good. A/C is fully charged and blowing cold air and the bottom fan comes on the top fan will not kick in until temperature gauge is normal half way. Engine is not running hot is this normal?

Sounds normal. One fan will turn on with the AC, the other is controlled by engine temperature, until it gets very warm, then they will both be on even if the AC is off.
