Windows fog up randomly at night, do not hear any clicking when changing modes

When I’m driving my car I notice that the windows fog up randomly at night, when it rains, or if I have the heat up all the way. I’ve noticed that it stays in fresh air mode but when I switch it over to recirculate and switch it back I don’t hear anything click or make any changes. I was guessing it was the actuator just stuck in recirculate. Any advice?

This could be the re-circulation actuator no working.

I attached the location of the actuator.
