Unfortunate we do not have your vehicle here in the United States of America to look up information or wiring diagrams. The first thing you should do is manually power up the fans to see if they come on. If they do you would need to look at the vehicle data with a compatible scanner.
What you need to look at is the ECT sensor temperature to see what the temp is when overheating. Second you need a wiring diagram to see if there is another temp sensor that will send a signal to have the fans come on.
Also, you need to verify the thermostat is functioning properly. If it Is closed all the time the top part of the engine is cold and the temperature sensor never sees it getting hot while the lower part gets hot and the head temp sensor sees it is getting hot to show you on the gauge.
Restrictions in the cooling system or faulty water pump can also cause the fans not to come on because it acts like a bad thermostat been shut closed and once again the top part where the ECT sensor never sees that temp change because coolant is not flowing.
