The engine coolant temperature sensor is in the front of the left cylinder head. Here is a guide that will walk you through the steps and diagrams and instructions below to show you how on your van:

I managed to get it changed, but when I took it out no antifreeze came out and I did not drain any out the plastic tank was up to the full mark. Is this a problem?

If the radiator cap was on and the engine was cold this would be normal. Can you take a small piece of wire and stick in the hole to see if you have a small clog? Are you sure you got the right sensor? Can you upload images?

The sensor is mounted in the head below the thermostat housing the code is po28. I am thinking it might be the thermostat. The old sensor looks dry when I pulled it, tried to blow air in the hole but could not. I poked it with a wire also.

That code is missing part, can you recheck it please? Should be like a p0128? Since that is a cylinder head temperature sensor it will not have coolant.

Correct, I missed a number it is the code for the thermostat. I changed the thermostat and all is good so far.
