And has a gunk or sludge in the bottom. Should I fill with new coolant into the reservoir as indicated by the owners manual?

Hello, I'm Danny.

It would be a good idea to remove the overflow reservoir and clean.Use a good degreaser such as Simple Green or something suitable to clean that gunk out before adding new coolant. I've attached a picture below.Hope this helps and thanks for using 2CarPros.
