Coolant and oil mixture

We have overhauled the engine.Block and cylinder head skimmed and pressure test. New gaskets on, but the oil and water mix immediately after starting the engine.The oil show creamy color. What could be the problem?

Hi,

Unfortunately we don't have a manual on your vehicle and engine so I cannot look up how it is equipped but do you have an oil cooler?

Normally this is the other most likely cause.
