Condenser fan is not coming on at all

I just replaced the thermostat on my Honda Accord due to overheating, now the car is still overheating . I noticed that one of the fans only come on while the car overheats. Could this be the reason why I'm still having this issue. Please help, Thanks

the condenser fan only works with a/c is on. have it pressure checked for a head gasket leak. also when it hot shut engine off, unplug fan and feel radiator for cold spots if there are any it needs a rad.

Thank you for your response. I had the fan replaced, now both comes on when idle. However, I'm still overheating while idled or stopped. What else should I check for before taking it to the shop again? Both fans come on and stays on while the temperature hand keeps going up to the red mark. I changed the thermostat. It hasn't been that long ago since I've changed the water pump and timing belt. What can be causing this overheating problem?

check radiator for cold spots if you feel an y then it is bad do this with fans disconnected and when hot. if not that then have itpressure checked for internal leaks.
