Compressor not kicking on

I have vacuumed down the system and started recharging it. The low pressure side went up to about 90 psi and just stayed at that and did not seem to let anymore Freon in. I shut everything down and started checking things out. I found that the compressor clutch would engage if I connected the terminals in the relay. I got a new relay and it still does not kick on when cranking it up.

When the low side pressure is too high, either the system is over charged or the compressor is bad. What was the high side pressure when you jumped it? If the high side did not change, my guess is that the compressor is the problem. If the Freon is blocked and cannot properly enter the system, it will get too high (or low), as it did, and the high pressure switch will turn the system off. Keep in mind, if the high side pressure remained too low, the unit will not run.
