My vehicle only has 40% compression in cylinder four. Was told the engine is bad and would need to be replaced. What are your thoughts on this?

compression should be with in 20% of highest one. it can be a valve bad or blown head gasket. If you have a small camera to get in spark plug hole check for hole in piston if that is the case or piston all burnt up on edges then i would say new engine.
