Hard to start when outside temperatures drop to 27-30 degrees

When the temperature drops to 27-30, she will not start, this morning outside temperature was 28, did start fourth try but sluggish and wouldn't accelerate past 20-24 for about 5 minutes.

There are a number of things that will cause this, but the most common thing is fuel pressure is low when it is cold.

This could be due to a couple of reasons but here is a guide that will get us started:

I would suggest checking the pressure when this is happening.

However, there is also a chance there is water in the fuel and that it is freezing in the fuel lines and causing the fuel ratio to be off.

You can try using starter fluid as well and that will help get it started but that will confirm it is fuel related.
