Cold cranks for 30 seconds, will not throttle until engine has warmed up?

Won't start when cold cranks for 30 seconds Won't take throttle till warm.

It sounds like the choke is stuck, I would remove the air cleaner and check the choke to see if it is closed when the engine is cold. Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.
