The check engine light is on the code read P1388. How much to fix the problem?

The price will depend on what is actually wrong, to determine that will take testing.

P1388 Variable Cam Timing Over Retarded Bank 2 is what that code means. But the code simply indicates that the computer sees a problem, not what is actually wrong.
It could be that the VVT actuator has failed and be a simple repair, or it could be that there is a problem with the timing system and require the engine to be torn down to repair it. No way to know what the issue really is without doing the testing.
Your best option would be to take it to a dealer or shop that works on Jaguars and have them do the testing to determine what it is and give you an estimate of cost.
