Output Speed sensor not efficient. Cluster dash goes crazy. When restart the engine runs well for a while.

Hi,
The code is indicating a variation between the output speed sensor and the actual speed of the sensor.
What I would start with is this. If your scan tool has live data, drive the vehicle and compare the actual vehicle speed to the OSS. They should be the same.
Let me know what you find. Also, I have attached a pic below indicating the possible causes of the issue. Let's start with comparing the speed sensor to the actual speed to determine if there is a difference.
If your scanner can't read live data, please let me know.
