Many codes when computer was scanned including code P0100

OK, Did your car create too much smog before it stopped running the first time? If not then it's very unlikely that the engine went bad while it was setting and not able to run.
What is more likely is that you have a bad part or two that is causing it to not start and creating the problems. For instance you posted a bunch of codes that point to multiple sensors and failures.
So far it doesn't appear that any of those items were actually tested or replaced and that the same problems still exist and each place you visit doesn't want to do diagnostics, just swap the engine.

Have you or them tested or replaced the Mass Airflow Sensor? Checked all of the wiring for damage?
Done a compression and leak down test. Leak down test is easy and would show you if the rings are bad or the valves are bad without any guess work.

Personally, if they cannot do the testing and tell you what the issue is, I wouldn't let them work on the car.

He say, some one pit sugar in the engine, and thats why it need to replace the engine, he is going to charge %$100.00 for the diagnostic. Its there a way to know if someone put sugar in the car?

Sugar doesn't dissolve in oil so if they put it into the oil fill you should be able to see some left around it inside the engine. Next drain the oil and see what is there, again sugar doesn't dissolve in oil so it will show up. Replace the oil filter, cut the old one open and look.

Sugar doesn't dissolve in gas either. It gets stopped by the fuel filter.

Steve, mechanic replace engine, he found oil way to high, before start to fail my sis in law used the car, she was running out of gas, start to believe she put diesel instead of gas (she came from mexico, did speak a little English)
