First step is to adjust the pedal height from the floor, usually this is not needed but it does not hurt to check it as the pedal and brackets can wear. Measure distance H and set it right around six inches.
Next go to the clutch fork adjustment at the transmission and adjust the clevis so you have a little under 1/8 inch before it starts depressing the clutch fingers (dim B).
Now check the pedal freeplay (dim. A). You should have about 1/2 inch of play before the pedal starts to push on the clutch.
If you check all of these and the clutch still starts to engage very low you may have a problem with the pressure plate itself.
