Instrument cluster not working?

1997 DODGE CARAVAN
160,000 MILES • 3.8L • 6 CYL • AUTOMATIC

When we bought our van last month, we were told the instrument cluster worked only at certain times. We didn't know if we needed to put a new one in it or not? It hasn't worked at all for us, no lights or nothing. Thanks!

Okay, the first thing as need to do is check the fuse #10 in the main fuse panel under the hood.

Next, let's check fuse #2 and #12 in the fuse panel on the left side of the dash. Check out the images (below). Please let us know what happens.
