Cluster not working properly

The lights on the cluster are off and on. Do you think the cluster is broken?

Can you clarify which lights are turning on and off? Is it the warning lights or the back-lighting for the gauges?

The oil change light is on all the time. When I turn the sterring wheel the ABS, the TRAC, the Engine lights go on.

It doesn't sound like you necessarily have an issue with your cluster, but more than likely an issue with the ABS system that's causing the warning lamps to illuminate. Let's start with the oil change reminder. Have you attempted resetting the engine oil life monitor? If not, try the following procedure to see if that indicator turns off.

-To reset the engine oil life monitor using the accelerator pedal, turn ignition on with engine off. Fully depress and release the accelerator pedal slowly 3 times within 5 seconds. If "change engine oil light" flashes, oil life monitor is reset. If the "change oil light" light comes back on and stays on, oil life monitor has not reset. Repeat reset procedure.

As for the ABS and TRAC indicators, you'll need to either purchase a code reader or find a auto parts store or repair shop that has one capable of reading ABS system codes. See the article below for specifics on how to retrieve codes. The check engine lamp is more than likely the result of the same issue causing the ABS lamps to illuminate.

I did what you said to do. The oil light went out. The ABS light went out. But the TRAC and the Anti lock, and the engine light are still on.

The illumination of both the ABS and TRAC lights indicate the ABS module has detected an issue somewhere in the braking system. It could be module related or it could be one of the sensors. The only way to know what is causing the lights to come on is by retrieving the ABS trouble codes. Have you been able to find a facility with a code scanner capable of this?

Let us know what the codes are once you get them.

No, I haven't. I did not know the Trac has the same thing as the ABS, How about the Anti Lock lights?

They're all related. ABS is the Anti-Lock Braking System. This would of course include the Anti-lock indicator along with the TRAC indicator. The Traction Control feature is integrated into the ABS system. The Check Engine indicator is on as a result of the codes set in the ABS system.
