dash vents open for ten seconds and then close but open fine for dash /floor opening

The fact that this seems to only be the panel vents that are effected, that most likely is due to the mode door actuator that is responsible for the panel and defrost is not working.

If it were me, I would suggest replacing this actuator as it is able to move and hold the position for a short time but then just returns to its default position which is defrost. It does this because if there is an issue it doesn't want to get stuck in a position that you can't defrost the windows as that could be a safety issue.
