2008 Citroen C2 Air Con Failure

The air con makes a whistling noise when turned on and does not cool the air. All the fans work and the LDC indicated that everything is functioning. When on 'auto' the fan increases as the temperature setting is lowered but the air in the vents does not come out cool.

have the A/C gas (freon) checked/replaced
