My phone will charge in the rear. I replaced the socket. The fuse is getting power to it. I need answers. Anyone know what the problem is?

Check your 15 amp fuse on passenger side fuse box. See image below. Check out the diagrams (Below). Please let us know what happens.

I have checked the fuses for the cigarette lighter and they appear fine, but car phone charger will not work neither will the cigarette lighter.

The cigaretter lighter has no power to it, even when I used a test light. The fuse is fine but, it has no power what so ever.

Check for power throughout the circuit: relay, circuit breaker, connector etc.
Work your way back from the cigarette lighter until you find voltage. Once you find voltage, you'll know that's the defective component.
