2000 Chrysler Van windshield wipers

my windshield wipers work as usual sometimes, but they turn on sometimes when the car is off or running, without my turning them on. sometimes they do not come on when the car is on.
when the weather is good and i do not suspect rain, i actually take the fuse out to keep this from happening. please advise

Replacing the turn signal/wiper switch assembly should fix the problem.
