1999 Chrysler Van Mechanic Abusive Pricing?

1999 Chrysler Van

My car recently broke down on the highway and I was charged $200 to be towed to a local mechanic. He began by telling me it was my fuel filter and it would be $160 for replacing it. $60 for the filter, $100 for labor.

Now he tells me it will cost $400 to replace my fuel pump, parts and labor.

Am I being abused.
