Radiator cooling fan on passenger side does not spin freely. It seems to be very tight when compared to the driver side cooling fan which spins freely when I flicker to spin it with my fingers. The cooling fan circuit has repeatly been blowing the 40 amp fuse. When the passenger side fan comes on it is making some kind of noise almost like that motorcycle noise I used to try to emulate on my bicycle when placing a card on the spokes of the wheel held by a clothes pin. I have checked and there is nothing visibly blocking the fan, but can't see past the blades into what seems to be a concealed motor shaft. When I jar it loose manually it still spins tight, but it will work ok for a while then blows the fuse again when idling and causes overheating. Does this fan have a clutch that could have gone bad, or how can I get to it (what needs to be removed) so I can check it out?
