If the rack and pinion is leaking will this be indicative of loss in the power steering fluid.

Makes sense to me. A power steering rack and pinion is operated by pressurized power steering fluid.

The rack is the most common source of a leak. The high pressure hose is next. Pumps don't leak very often, but they could.
