2005 Chrysler Town and Country lights

when I turn on the head lights they pulse like a strobe light. even the dash & interior lights pulse. when I put up the power windows you can heard the motor whine with the pulsing sound. What can be causing this?

The motor is drawing quite a bit of current, a BCM, circuit breaker or the window motor could be bad. Why not try spraying the window side tracks with spray silicone to see if that helps.
