2004 Chrysler Town and Country Radator Fans on all the time

I noticed the radator fans were on while the vehicle was driving down the road. I was able to reset the computer and stop it by pulling off the negative battery cable. But the problem seems to have returned after a couple of weeks. The temperature gauge seems to be the same. What turns on the fans?
