2001 Chrysler Town and Country Price fair?

A mechanic is quoting me $323 for a minor tune up, spark plugs, air filter and oil change.

He also says I need an "engine cooling fan assembly" and that is $327.38

Lastly he's identified I need to replace my "serpentine belt tensioner" at about $200.

This car had the engine replaced about 50,000 miles ago. Does this all make sense and are the prices fair? I took it in because it takes a couple of tries to start it when it's cold and it makes a slight "whooshing" sound for the first few miles I drive it, but then stops.

I went ahead and paid over $500 for the serpintine belt and cooling fan thing... so the remaining question is this:

Is $323 for a minor tune up, spark plugs, air filter and oil change a fair price?

If they are doing tune up, have them replace the plug wires too.

As far as the price, what is their labor rate?
