2001 Chrysler Town and Country not slowing down

I have run into a problem with the car not slowing down when the foot is taken from the accelerator. The only way to slow it down is to push the brake, which on slick slushy roads is quite dangerous. The tachometer will go to 5000 RPMs, and not come down, but the car wont go over 55 MPH. Help please

For any inquiring minds, I took the van to the shop and they tore the throttle body apart and cleaned it all up, there was a lot of carbon build-up on it, put it back together, and that seemed to help immensely, but I am still running into the problem of the speedometer jumping, any ideas?
