2001 Chrysler Town and Country blowing fuse

When you turn ignition switch to start it blows ABS/MOD Pump fuse; recently replaced starter and battery tested good. Please help!!!!

Are you talking about #9-- 40amp fuse? The fuse also supplies voltage to the load side of starter relay.
