Can new rear brake drums cause vibration? New rear tires have replaced and balanced twice in one day. Still vibrates.

If vibration happens when brakes applied
then would suspect out of round brakes
if not check drive axle ,front end ,tires and bearings
then would suspect out of round brakes
if not check drive axle ,front end ,tires and bearings
