1998 Chrysler Town and Country The van won't start!

every time I try to turn it over all it does is make a constant sound like it is goin to start but then it don't! Could this be due to the fule filter or the fule pump!

Does it crank but no start
and if so check fuses and relays ASD relay
check for fuel and fuel pressure
check for spark
if no cranking
check fuses and relays
starter relay
check starter check small wire at the starter
let me know
