1997 Chrysler Town and Country Dash goes down on its own

The instruments go off on there own every so often.
Ran it to auto zone and got a code reading of p1698
It also will not start from time to time.
Can anyone help me figure this out. I'm not good at fixing auto problems but will do what I can when told what to look for.

P1698= PCM failure EEPROM write denied, but all the gages going out sounds like the instrument cluster is causing the troule, a common problem in Chrysler vans, if you can remove it, look for a solder spot that has come unsoldered from the board, usually around one of the connector pins.
