1996 Chrysler Town and Country hood latch

1996 Chrysler Town and Country 6 cyl Front Wheel Drive Automatic

Hood is stuck closed, latch cable is loose inside but wont pull out of sheath (not broken). how can i open the hood without using the regular hood latch (primary) inside the van?

reach above the lever and pull out the cable taking up some slack on it and then pull the lever all the way up with other hand.
