When I turn on my windshield wipers it only comes up part way instead of all the way. Please help!

Do you mean they go up part way, then go back down repeatedly or they go up part way and stay there? Do they stay there even with the switch turned off? Do both arms do the same thing? Can you hear the wiper motor running, or does it stop?
