2003 Chrysler Sebring number switch

my 1 and 2 switch for the fan doesnt work. but it will start at 3. i have light checked them and it is from the wires before the switch. is it the motor or is it something more simple.

check blower motor relay, if OK suspect faulty blower motor resistor
