2001 Chrysler Sebring Windshield Wiper Problem

Hello

My windshield wipers are not working properly. They will go up, but when they come back down they stop half-way, and you can hear the motor running, but they won't budge. I reset them, and start again with the same results. If I lift the blades off the windshield the wipers work perfectly, but as soon as I put them down again they stop working...in the down stroke.
One garage told me I needed a new motor, but when I took it in to another garage to get this done, they told me it wasn't the motor.
I am lost.

Try tightening the nuts that hold the wiper arms to the wiper spindles. If they are tight, check the linkage that connects the wiper spindles to the wiper motor.
