1998 Chrysler Sebring seatbelts

1998 Chrysler Sebring

HI I have an '98 sebring jxi convertible. The seatbelts are locked into the seats and I can not get them to release? Could this be as simple as a blown fuse? Which my boyfriend checked or someting more? How would i remove the seat to get to the belts? Any suggestions to an easy fix?

Are the seat belts attached and you can't get them to release or stuck in the seat?
