Are you getting spark and fuel to the engine? If you use starting fluid, will the engine start for a few seconds?

I believe so...Im not sure anymore...how would I check that?...
I got an email from chrysler saying that there was no crank signal at the power train control module, and that since he suggested I try inspecting the water pump since it was newly replaced because it controls the timing belt in some manner...

"...the message that we found was no crank signal at PCM (power train control module). The vehicle had parts that had been replaced on it including the distributor and water pump, the water pump on that vehicle also drives the timing belt which could explain the no crank signal..."

Could this be whats causing it to not crank?

No crank signal would cause it. However, I would think it is a result of a bad crank sensor.

If all is well with the components, make sure the wiring harness to the PCM is clean and tight. If it is, then you need to have the PCM checked.
