2005 Chrysler PT Cruiser Turbo not responding

My Chrysler GT Cruiser is a turbo and last week the turbo quit responding on the highway. Everytime I would step on the accelerator it would make a higher pitched spooling sound more like a wheezing. The engine still functioned as a normal engine would with no pick up and go of the turbo. When I step on the accelerator it still works but at around 3000 rpms the noise will be made until the accelerator is let off of. What could this be?

Sounds a lot like failed bearings on turbo shaft. Unit needs to be pulled to inspect. Take outlet off see if you can turn fan without resistence.
