Belts are the likely cause. V-belts can wear and become loose. Serpentine belts are usually tightened with a spring-loaded tensioner. Unless it's weak, belt tension is not common, but pulley alignment problems are. The most common alignment issue is a worn pivot in the spring-loaded tesnsioner.

When it's not raining, try sprinkling a little water on the belts while the engine is running. If the squealing starts, you found it.
