When recharging, it is usually judged by pressure not quantity. If you are using cans, do one at a time until the air is cold enough.

I can hear ac kick on in the engine but fan is not turning on. Wondering if its the relay and if so where is it located

Check fuse panel under hood on driver's side. You can also try to unhook negative terminal from battery and then hook back up after a minute or so. Things might reset then.
