2004 Chrysler Pacifica Fan won't stop blowing

When I start the car the fan starts blowing on high - even with the fan speed set on low. I have cycled through all the vent / position settings to no avail. Adjusting the fan speed control on the dash up and down makes no change. Turning the HVAC system off just makes the fan go even faster.

Sometimes when I turn off the car the fan continues to run for 5 seconds or so.

The temperature controls are working as is the dual climate setting - seems to just be something amiss with the fan control.

Any ideas on what it could be, can I fix myslef, etc?
