No electrical power?

Working on a 83 dodge ram 250. The truck has a new battery which is charged and showing 12.4volts. Recently, I went to start the truck, but there were no lights, no dash lights, no horn, no power to any system, and the truck would not start or crank. I returned 6hrs later to find Hazzard lights flashing (switch on) turned hazzard lights off and started truck like normal. This situation has occured twice in 1 week. Any ideas?? HELP! Thanks, Mark

Check the relay. I am not all that familiar with the vehicle but the relay is on the positive side of the battery cabling before the starter. You might also look at all the grounding on the truck.
