the jeep drives fine in two wheel drive. When you shift properly into four wheel drive and take off it makes a noise and vibrates. what would cause it not to engage or partialy engage if that is what is happening?

Check the universal joints in the driveshaft for looseness or binding. I can't remember if the axle joints are u-joints or cv joints. If there is a worn outer universal joint, I doubt you will feel a vibration at low speeds, but if one is binding, it will force the steering wheel back to center if you turn and start to move.
