1998 Other Chrysler Models

My mom's car's exhaust needed to be fixed like 4 months ago but she didn't have enough money. My brother drove it home earlier this week and he said white smoke came out and it has oil but it needed to be changed he checked the oil and it was black. It won't start. What is the problem?
