1994 Chrysler New Yorker Speedometer

Hello I am looking at buying this car but I can't find out why the speedometer, gas gage, and rpm's are all not working. Could you help me please?

If all wiring under the dash looks clean and tight, and the body grounds are ok, have the body control madule (BCM) tested.
